Behind the enamelled device are an anchor, crossed muskets and crossed swords. From this is suspended a choclate bronze pendant in the shape of the GAR star, with its symbols of the various branches of service, surrounding a bust portrait. The reverse of the second drop is inscribed "Pat Apld, Heeran Bros & Co. Pittsburgh, Pa." On the reverse of the star is inscribed "Presented by the Citizen COmmittee St. Paul, 1896".
